The person you want to send a message to must first be your Friend. To make someone your friend, select "MEMBERS", find and select the person you want to send messages to, and then select "Add friend" from the menu on the right side of the page. Once you have befriended him or her, you can then select your "INBOX" and when you select "Compose a message" you will be able to select that person in the "TO" field.
